La nouvelle l\u00e9gislature de l’Assembl\u00e9e nationale, qui a d\u00e9but\u00e9 \u00e0 l’\u00e9t\u00e9 2017, a lanc\u00e9 7 groupes de travail pour r\u00e9former la fa\u00e7on dont le Parlement fonctionne. L’un de ces groupes, intitul\u00e9 \u00ab\u00a0D\u00e9mocratie num\u00e9rique\u00a0\u00bb, planche sur de nouvelles fa\u00e7ons d’impliquer les citoyens \u00e0 la fabrique de la loi.<\/p>\n

Ce groupe de travail a d\u00e9cid\u00e9 d’innover en lan\u00e7ant une consultation en ligne sur une plateforme open source, afin de recueillir les meilleures id\u00e9es citoyennes. La synth\u00e8se<\/a> de cette consultation d’un mois, r\u00e9alis\u00e9e par la start-up Open Source Politics, est riche d’enseignement sur les axes de r\u00e9flexion qui pourraient in fine se retrouver dans la Constitution par une r\u00e9forme pr\u00e9vue en 2018.<\/p>\n

In total,\u00a09.863 citizens<\/strong>\u00a0produced about 17.300 votes, 1.700 contributions and 1.300 replies.<\/em><\/p>\n

According to partial data from Google Analytics, almost half users (48.5%) were women, although proposals and comments were overwhelmingly written by men. All categories of age, social class and geographic location were represented despite slight over-representations of some (50\u201365 year-old pensioners, 30\u201349 year-old private sector employees, or Parisians living in the center rather than in the suburbs).<\/em><\/p>\n

The synthesis picked the 15 most popular ideas, annotated with the vote results (\u201cupvotes\u201d minus \u201cdownvotes\u201d), the author, the number of replies, and a few of the most upvoted comments that help grasp the aims, the limits and the relevant international comparisons for each of the propositions.<\/em><\/p>\n

1\u200a\u2014\u200aEnacting a right of petition to the National Assembly<\/strong>\u00a0(votes: +3385, replies: 139). This idea was posted by the online petition platform\u00a0Change.org, which raised discussions about the relevance of having a private entity handling such a process. Although the international example that has been highlighted is the UK, we can draw a parallel with Estonia and its\u00a0rahvaalgatus.ee<\/a>\u00a0platform. Part of the discussion was dedicated to defining the number of signatures required for the Parliament to seize upon the proposal: 100K, 350K (0.5% of the French population) or even 500K seemed to be the most favored ones.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"
